On June 28, 2022, the Comprehensive Group of the Joint Prevention and Control Mechanism for Novel Coronavirus Pneumonia Outbreak organized by the State Council revised and formed a new version of the Novel Coronavirus Pneumonia Prevention and Control Plan (Ninth Edition), which mainly optimized and adjusted four articles:
1. Quarantine of entry and close contacts: from "14 days of centralized isolation medical observation + 7 days of home health monitoring" to "7 days of centralized isolation medical observation + 3 days of home health monitoring".
2. Standard for medium and high-risk areas: Infected persons with frequent activities and high risk of epidemic transmission "in principle, take the residential area (village) as the unit". Infected persons who have stayed and been active for a certain period of time and may have the risk of spreading the epidemic are classified as medium-risk areas, and "people do not stay in the area". Other areas in the county (city, district, banner) where the medium and high-risk areas are located are low-risk areas.
3. Nucleic acid testing for all employees: It is necessary to clarify the risk of the spread of the epidemic, especially in provincial capital cities and cities with a population of more than 10 million. To carry out all-personnel testing within the city, it needs to be determined by the provincial-level joint prevention and control mechanism.
4. The frequency of nucleic acid testing for risk occupation groups: For those who have direct contact with inbound personnel, articles, and the environment, nucleic acid testing is encrypted once a day; for employees with dense personnel, frequent contacts, and high mobility, the encryption is twice a week.
Mi Feng, deputy director of the Publicity Department and spokesperson of the National Health and Medical Commission, emphasized at the press conference of the State Council's Joint Prevention and Control Mechanism on June 28 that the ninth version of the plan is an optimization and adjustment of the existing plan, "it is by no means a relaxation of defense. The goal is to be more scientific and precise.” After the policy is adjusted, all localities should resolutely control what should be controlled, what should be implemented should be resolutely implemented, what should be canceled should be resolutely canceled, and inconsistent measures should be cleaned up within a time limit. The Joint Prevention and Control Mechanism of the State Council will send a working group to supervise.
